HR Generalist at the County Administrative Board of Skåne
The County Administrative Board of Skåne is a government authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the county based on regional conditions. Within our assignments, we provide advice, permits, and supervision, as well as plans and strategies. We manage natural areas and distribute financial support. We collaborate with stakeholders throughout the county.
We have approximately 600 employees and have offices in Malmö and Kristianstad.
Description
The County Administrative Board is seeking an HR Generalist for the HR unit in the Department of Operational Support.
The unit consists of seven employees and an HR manager and works to support the authority's managers in matters covering the entire HR area. We are now looking for someone who wants to become part of our knowledgeable and dedicated HR team!
You will be based at our office in Malmö, but we also have an office in Kristianstad. The employment is a temporary position until 2026-12-31, with a start date as soon as possible.
Responsibilities
At the County Administrative Board, over 40 managers work with their employees to drive and develop operations. The HR unit works with tasks of both an operational and administrative nature, as well as with development-oriented issues. The emphasis between these may vary over time.
In the role of HR Generalist, you will always be a clear representative of the employer, and your task is to support the managers in their managerial duties together with your colleagues, as well as to ensure, manage, and develop the authority's HR processes, employer policies, and salary policies.
As an HR Generalist with us, you will work broadly within the HR area, including recruitment and workplace environment issues such as rehabilitation and safety rounds. Some administrative tasks will also occur.
As an employee with us, you have three roles: employee, colleague, and operational practitioner. In your role as an employee, you represent the authority, and together with your colleagues, you contribute to the overall results, while as an operational practitioner, you create societal benefit based on your expertise.
Qualifications
The County Administrative Board strives to have employees with diverse characteristics, backgrounds, and life experiences. It is the interplay between employees' differences and similarities that constitutes one of the County Administrative Board's success factors.
We require that you have an academic degree at least at the bachelor's level with a primary focus on personnel and labor issues, or another educational combination at least at the bachelor's level that we assess as relevant to the role of HR Generalist.
You have at least a couple of years of experience working broadly with issues in the HR area. Experience with HR work in the public sector is advantageous, as is knowledge of the state agreement area. We want you to have broad experience in workplace environment issues, including rehabilitation and experience in all steps of the recruitment process. You need to thrive in a generalist role with a variety of tasks.
As an HR Generalist, you need to have well-developed communication skills and be able to communicate well in Swedish, both orally and in writing. You are a clear representative of the employer with experience supporting managers in their managerial roles. You enjoy collaborating with colleagues on tasks while feeling comfortable working independently.

The County Administrative Board's complex operations require you to be able to view issues from different perspectives to provide the right support to managers. To be a good representative of the employer, you need self-awareness and integrity while also being humble in your demeanor.
Security Classification
The County Administrative Board has an important coordinating role during societal disturbances, and therefore we place high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve a military placement at the authority, which means that a security review must be conducted before a hiring decision is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
